THE ROLE OF LOCAL REPRESENTATIVE WITHIN MAKES PROCESS OF LOCAL REGULATION IN PAGARALAM CITY
The participation and position of Local Representative as a local legislative Regency has importance means for developing unspecified Regency. The participation and position of Local representative especially for implementation regency autonomy could take from the performance that sweep up by Local Representative. The value performances of Local Representative are very important for increasing Local Representative working capability in the future
In the current democracy politic, absorbing of aspiration and making formulation of it in the policy form which Local Representative of Pagaralam’s main focus as implementation legislation function. The Local Representative problem within implementation legislation function is the main problem of unaspiration people policy. Till currently, Local Representative has not already enough especially implementation of initiative right as a law maker optimally. Based on it, the writer “THE ROLE OF LOCAL REPRESENTATIVE WITHIN MAKES PROCESS OF LOCAL REGULATION IN PAGARALAM CITY”.
The Arranging of this final report used descriptive method and inductive approach, for measuring population are all of the Pagaralam Local Representative’s member, Pagaralam Local Representative secretary and by purposive sampling technique. Observation, interview, and documentation are collecting data technique.

According to analysis, we’d take conclude: First, the Local Representative of Pagaralam is not participate optimally enough within making process of local Pagaralam regulation. Second, still have the problem in implementation function. Third, the efforts of Pagaralam Local representative’s member for solving the problems.
Based on that conclusion, the writer give suggests: First, carry out the firm education of council’s member and has the organization experience though government by firm selection recruitment of council’s member. Second, making corporation with academic institute or bring up the expert staff of law and governance. Third, present up empowering of Local Representative’s member continue by seminar or visit work.

Berdasarkan hasil analisis maka dapat diambil kesimpulan: pertama, DPRD Kota Pagar Alam kurang berperan secara optimal dalam pembuatan Peraturan Daerah di Kota Pagar Alam, kedua, masih adanya kendala yang dihadapi oleh anggota DPRD dalam melaksanakan tugasnya dan ketiga, upaya-upaya apa saja yang dilakukan oleh anggota DPRD Kota Pagar Alam untuk mengatasi kendala-kendala yang ada. Berdasarkan hasil kesimpulan tersebut, penulis memberikan saran-saran yaitu; pertama, menetapkan secara tegas pendidikan anggota dewan dan memiliki pengalaman dalam bidang organisasi maupun pemerintahan melalui perekrutan anggota Dewan dengan seleksi yang ketat, kedua, bekerjasama dengan lembaga akademis atau mendatangkan staf ahli yang pakar dibidang pemerintahan maupun hukum,ketiga, menyelenggarakan pemberdayaan anggota DPRD secara berkesinambungan melalui seminar maupun melakukan kunjungan kerja.
